They are planning to develop around 6,000 megawatts of nuclear capacity in Britain - enough to power a city the size of Greater London - by 2025.
However question marks are hanging over Britain's nuclear plans amid claims the government will have to subsidise the industry to make the sums add up.
The UK will make a National Policy Statement next week that will make new nuclear a priority, potentially helping to ease barriers in the planning system.
Horizon could ultimately invest over £15bn in new nuclear. New reactors may be sited at land at Wylfa on Anglesey and Oldbury-on-Severn in South Gloucestershire.
