There are many reasons why cheap electricity users are putting off making energy efficiency improvements to their homes.

Gordon Miller, sustainability and communications director at Sustain Worldwide, noted: "The complexity of understanding how to make one's home energy efficient; uncertainty about the efficiency of the materials and technologies and who you can trust to install them for you the cost of, say, solid wall insulation is a deterrent to uptake."

In addition, many householders are just not interested in making changes to their homes that will reduce their carbon impact and save money through lower energy bills, he said.

"It goes back to finding people's 'trigger point' that will see them engage with the debate and act. It could be saving money, reducing CO2 and saving the planet, or wanting to leave a better world for their children," Mr Miller pointed out.

This is where the focus should be, he added.

His comments follow figures from the Department for Communities and Local Government showing that average energy efficiency ratings of new homes in England has risen from 80.2 in the fourth quarter of 2009 to 81.7 in the last three months of 2010.
